ValUE4UCBR​ [ONGOING] | Capacity Building Actions for Designing a Resilient Territory

Value4CBR is a strategic initiative of R3C, promoted by the Union of Bassa Romagna with the support of the Emilia-Romagna Region. It aimed to strengthen territorial resilience by advancing knowledge, tools, and collaborative practices to support adaptive capacity and sustainable development across local contexts.

The project placed a strong emphasis on capacity building, enhancing the understanding of resilience among practitioners and public administrators. Through targeted training and knowledge-sharing activities, it fostered a shared language and vision around the challenges and opportunities of resilience planning.

A central element of the initiative was the testing of the R3C GeoResilience method, an innovative place-based approach, along with its associated QGIS plugin for identifying and interpreting territorial vulnerabilities. This was carried out through participatory processes, actively involving technical staff in the assessment of spatial and systemic dynamics within the territory.

Based on this work, the project produced a series of GIS-supported maps, offering a detailed, place-sensitive representation of the Union’s territory. These maps were used as essential tools for visualizing vulnerability patterns and informing strategic planning.
