Territorial Resilience: Toward a Proactive Meaning for Spatial Planning

The international debate on resilience has grown around the ability of a community to prepare for and adapt to natural disasters, with a growing interest in holistically understanding complex systems. Although the concept of resilience has been investigated from different perspectives, the lack of understanding of its conceptual comprehensive aspects presents strong limitations for spatial planning and for the adoption of policies and programs for its measurement and achievement.

Towards a Definition of Landscape Resilience: The Proactive Role of Communities in Reinforcing the Intrinsic Resilience of Landscapes

The resilience approach seems to be related to the understanding of the concept of strong sustainability (Neumayer, 2003; Voghera & Giudice, 2019), which requires flexibility, integration, and empowerment. Resilience can be a useful lens to interpret the transformative action of territory and landscape, seeking a balance through projects still linked to the landscape in a generic way.

Ce texte aborde la thématique cruciale du paysage, conçu comme un laboratoire pour l’expérimentation et l’élaboration d’actions basées sur la collaboration pour la construction de scenarios partagés. Le texte part du constat que souvent le terme de paysage peut être associé à celui de bien commun et il envisage de proposer une réflexion sur l’efficacité des plans paysagers et sur leur transposition à l’échelle locale.
